Trade, Services and Tourism in Rural Areas (Terras de Basto – PROBASTO)

Creation and development of non-agricultural economic activities by SMEs: local shops, provision of services, handicrafts, restaurants, rural accommodation and tourist entertainment — construction, refurbishment and adaptation works on facilities; purchase of equipment and furniture; IT equipment and software; certifications; architecture and engineering designs. LDS priority: wine-tourism projects linked to Vinho Verde DOP – Basto (CAE 93293 and 47250 integrated in the wine-tourism product); investments in accommodation or restaurants do not score under this criterion.

Construction, refurbishment and adaptation of facilities; equipment and furniture; IT equipment and software; renewable energy and energy efficiency; certifications; architecture and engineering designs; general expenses. Eligible and non-eligible expenditure in Annex VII of Ordinance (Portaria) No. 247/2025/1. Proof of expenditure and three quotations or pro-forma invoices (except unit costs) must be submitted with the application.

Ranking by Overall Value of the Operation (VGO), on a 0–20 scale; minimum score of 10 points for selection, up to the limit of the budget allocation. VGO = 75% LDS (EDL) + 5% ERUER (renewable-energy or resource-efficiency equipment) + 10% IRR (internal rate of return ≥ ECB REFI rate + 1.5 pp) + 10% jobs (creation of new jobs). LDS = 70% wine tourism with Vinho Verde DOP – Basto (applicant is a producer-bottler, all investment allocated to wine tourism and at least one visit, tasting or interpretation experience) + 15% tax domicile in the LAG territory before publication of the call + 15% investment amount (20 points below €100,000; 10 between €100,000 and €150,000; 5 between €150,000 and €200,000; 0 from €200,000). Tie-break: LDS score, jobs, IRR and order of receipt.

Support rate of 50% for eligible investment above €10,000 and up to €300,000. Budget: €485,978.36 of public expenditure. Form of support: non-repayable grant (reimbursement of real costs or unit costs). Implementation: start within 6 months and completion within 24 months of submitting the acceptance term; expenditure eligible from the opening date of the call (expenditure prior to submission must be included in the first payment claim, within 60 days).
