D.1.1.1.3 – Investments in diversification, trade and associated services (LAG MONTE)
Objective
Support for SMEs in rural areas wishing to create or develop non-agricultural activities — local retail, services, handicrafts, restaurants, rural accommodation and tourist entertainment — in the territory of LAG MONTE (the municipalities of Alandroal, Arraiolos, Borba, Estremoz, Évora, Redondo, Reguengos de Monsaraz, Vendas Novas and Vila Viçosa (all parishes)).
Eligible beneficiaries
Natural or legal persons, provided they are SMEs as defined in Commission Recommendation 2003/361/EC (criteria in Articles 23 and 24 of Ordinance 247/2025/1). One application per beneficiary, covering a single sector of activity.

Natural or legal persons that are SMEs, with SME certification and activity in a CAE listed in Annex VI of the Ordinance

Criação e desenvolvimento de atividades económicas não agrícolas por PME: comércio de proximidade, prestação de serviços, artesanato, restauração, alojamento em espaço rural e animação turística — obras de construção, remodelação e adaptação de instalações; aquisição de equipamentos e mobiliário; equipamento informático e software; certificações; projetos de arquitetura e engenharia.
Eligible costs
Construção, remodelação e adaptação de instalações; equipamentos e mobiliário; equipamento informático e software; energias renováveis e eficiência energética; certificações; projetos de arquitetura e engenharia; despesas gerais. Despesas elegíveis e não elegíveis no anexo VII da Portaria n.º 247/2025/1.
Assessment criteria
Hierarquização por Valia Global da Operação (VGO), escala 0–20; pontuação mínima de 10 pontos para seleção, até ao limite da dotação. VGO = 100% EDL, com EDL = 10% perfil do beneficiário (até 40 anos, empresa recente, microempresa, sede no território, artesão) + 15% sem operações anteriores no PDR2020/PEPAC + 10% dimensão do investimento (máximo entre 30.000 € e 150.000 €) + 40% aderência da atividade à EDL (CAE do Anexo II) + 20% maturidade da operação + 5% cooperação e trabalho em rede.
