Objective
Individual productive investment operations in innovative activities, promoted by SMEs, in low-density territories and other territories.
Applications that fall within the investment areas of the Strategic Technologies for Europe Platform (STEP), under Regulation (EU) 2024/795, may be accommodated under a specific call to be launched in this context.
To stimulate innovative business investment, promoting a shift in the specialization profile of the Portuguese economy and the strengthening of its external competitiveness, through differentiation, diversification, and innovation.
Operations must aim at the production of new goods and services, or significant improvements to current production, through the transfer and application of knowledge, or the adoption of new (or significantly improved) manufacturing processes and methods, with a clear focus on tradable and internationalisable goods and services.
Eligible beneficiaries
Micro, small and medium-sized enterprises (SMEs), of any nature and legal form, with organised accounting, that comply with the eligibility requirements under portuguese law, artigo 14.º do Decreto-Lei n.º 20-A/2023 e dos artigos 6.º e 22.º do REITD.

Eligible actions
Operations of an innovative nature that result in the production of tradable and internationalisable goods and services, with high added value and national content, which correspond to an initial investment or an initial investment in favour of a new economic activity (paragraphs 49 and 51 of Article 2 of Regulation (EU) No 651/2014), related to the following, are eligible for support:
a) Initial investment:

The creation of a new establishment;

The extension of the capacity of an existing establishment;

The diversification of the output of an establishment into products not previously produced or services not previously provided;

A fundamental change in the overall production process of an establishment.
**b) Initial investment in favour of a new economic activity:

The creation of a new establishment;

The diversification of the activity, provided that the new activity is not the same as or similar to the activity previously performed.
Assessment criteria

Tangible assets, including machinery and equipment (provided they are not fossil fuel-powered), commissioning costs, computer equipment, and related software;

Intangible assets, including technology transfer (patents, licences, unpatented technical know-how), and standard or custom software;

Other investment expenditure, including certified accountants/statutory auditors for expenditure validation (max. €5,000), engineering services, studies, diagnostics, audits, studies under the DNSH Principle (max. €15,000), marketing plans, and architecture/engineering services, capped at 20% of the total eligible expenditure;

For the tourism and manufacturing sectors, in justified cases, building construction, refurbishments, and other construction works (subject to regional and sector limits); in tourism, vehicles directly assigned to the activity are also eligible (provided they are not powered by fossil fuels).
