Small investments in the bioeconomy and circular economy – ADDLAP
Objective
Non-refundable funding to create or modernise agricultural product processing units and for bioeconomy and circular economy projects: productive equipment, energy and water efficiency, renewable energies, and the recovery of by-products. Investments between €10,000 and €250,000, with support of 50%, rising to up to 70% where there is an improvement in environmental performance.
Eligible beneficiaries
Natural or legal persons engaged in the processing of agricultural products, the bioeconomy, or the circular economy. (CAE do Anexo III da Portaria).

Natural or legal persons engaged in the processing of agricultural products, the bioeconomy, or the circular economy.
Eligible actions
Creation or modernisation of processing units for agricultural products, as well as bioeconomy and circular economy projects: construction and adaptation of facilities; acquisition of new machinery and equipment; process automation; refrigeration and internal transport; installation of renewable energy systems for self-consumption; energy and water efficiency measures; recovery of biomass and by-products; quality control systems.
Eligible costs
Construction and adaptation of facilities (max. 35% of eligible expenditure); new machinery and equipment; automation; refrigeration and internal transport; renewable energy for self-consumption; energy and water efficiency; recovery of biomass and by-products; quality control; general expenses up to 4%.
Assessment criteria
Ranking based on the Overall Value of the Operation (VGO); minimum score of 10 points for selection. Criteria: contribution to the LDS (Local Development Strategy); use of renewable energies; being a producer organisation, multi-product group, or accredited cooperative; IRR (reference: ECB main refinancing operations / refi rate); quality certifications; job creation; recovery of sub-products/waste; Young Rural Entrepreneur Status. VGO formula weightings are set by each LAG — to be confirmed in the specific Call Guidelines (OT).
